Overlay A1: overlay needs its own permission [#613730]

A1: @sun had concerns tying access to the overlay with "user_access('access administration pages')"; we probably need our own permission so that people who only have permissions to moderate but not general admin page access can see this page.

As mentioned in http://drupal.org/node/610234#comment-2193282, this patch applies to the github repository, not HEAD. I'm marking this issue fixed because the patch is already committed to that repository. Feel free to reopen this issue for further discussion (not that I imagine anyone will want to discuss adding a permission...)
