Good news... but from the wrong Associated Press reporter
I hate to say it, but I think the AP reporter doesn't know much about technology. That second paragraph is written in a way that sounds like anyone can edit content on the WhiteHouse.gov site. (It's .gov, BTW, not .org.)
And consider: "...it doesn't get more transparent than showing the world a code that their Web site is based on." Wha??? Either the reporter or a clueless editor added the word "a" before "code".
Anyway... good news indeed! This is a strong endorsement for anyone wanting to use Drupal in government contracting.
