http://drupal.org/handbook/modules/update needs a pretty major overhaul given that we now have a full-blown Update manager in D7 core. ;)

Issues regarding documentation in the handbook belong in the Documentation queue.

But then if this is done, your last note about including a link to it in a @file comment, that belongs in the Drupal queue, component documentation. So if someone updates the page, the issue can be moved back into that queue.
