Update the "Update status" handbook page to reflect the D7 Update manager functionality

Issues regarding documentation in the handbook belong in the Documentation queue.

But then if this is done, your last note about including a link to it in a @file comment, that belongs in the Drupal queue, component documentation. So if someone updates the page, the issue can be moved back into that queue.
