No option for "new topic" in knowledgebase?

There doesn't seem to be an option for "new topic" in the knowledge base like in the storm demo. My topic dropdown starts with "operating systems" and there doesn't seem to be an option to alter or add the topics. Have I overseen anything? Thanks for any hint.

This setting can be found in storm attributes - under the domain 'knowledgebase topic' (or similar).
I know that it isn't an entirely intuitive path: #532420: Move Storm Attribute into admin settings will help with this hopefully.
