Issue Summary
Imagine we upload a file promoting it to the homepage, and imagine that downloading files is restricted by permissions to registered users.
In this case registered users see the new file with title, description and a "download" link. But anonymous users see the title, the description... and nothing else, which is confusing because they see advertised a downloadable file without link to download and no further comments are given.
I a same situation, Book and Forum modules offer a better solution, adding a "login or register to post comments", with links to "login" and "register". Applying this same solution to the filestore module would solve the anonymous users' confusion.

This usability problem occurs with Polls too, and it's even more confusing.
I changed the priority to normal; not sure if I should mess with this, but it sounds pretty serious to me, given Drupal's focus on usability.
