Took me half an hour to work out why my front page 'Splash' disappeared... I had turned on the 'Disclaimer' module. Apologies, this may not be a bug, per se, but for anyone who may run into this issue, hopefully this exists as a reference for them. Just to be clear, turning on Disclaimer module breaks Splash - Splash just stops working.
With thanks to the Splash developers, great work.

It looks like the two are mutually exclusive features. I could change the weight of splash, but then it would break disclaimer instead. Not really sure there's a good way to fix this.
