Which Module would be better for what I need to do?

I would like to be able to set the default HTML filter as "Full" for myself, give certain users the "Full HTML" option, and remove Full HTML as an option for the rest of the users. I have searched drupal.org and have read about two modules which I might be able to use for this: Filter Default (http://drupal.org/project/filter_default) and Preferred Format (http://drupal.org/project/preferred_format). Which do you think would be better for what I need to do?
