Remove superfluous TODO.txt and update README.txt

- TODO contains items that are either implemented or "won't fix". Those things belong into the issue queue anyways.
- README.txt is really old and wrong. Update it. It should probably only contain a link to the documentation page to prevent redundant or inconsistent documentation.
