On a gallery view page of the thumbnails inside the gallery, the footer is displayed along the thumbnails and not on the bottom of the page like it usually is. See attached screen shot png.

It's a theme issue: you should apply a clear: left rule to the footer element, in the theme stylesheet. Maybe it's the case to report this issue to the theme in question.

I thought it may have been that, so I tried several of the default themes that came with 4.7 rc3... but didn't check them all. But now I went back and tried a few more and:

The footer is broken with Marvin and Chameleon but works fine with PushButton and BlueMarine. So it is a shoddy theme issue. Thanks!
