I can pretty much guarantee you that drupal.org will not endorse an official (or unoficial) chatroom on a thrid-party site. You are, however, free to have one.

Don't expect many (or any) drupal developers (those that know the in's and out's of the system) to spend a lot of time there. They're busy on IRC.

If you really want a chatroom on this site, then go to the webmaster issue queue and file a request for this feature. (http://drupal.org/project/issues/webmasters). The site maintainers will discuss the merit of this and come up with a decision.
