No tabs displayed when comments are placed in own tab

Issue Summary

If you try the following:

* Create a panel page (or edit the node template)
* Add various elements into the panel content (including the node comments)
* Set the style to Tabs
* Save
* preview and no comments are displayed.
* Disable comments and viola everything is playing nice

Not sure if this is an issue in Panels or in Tabs but I presume that if it's happening when I set the style perhaps the bug goes here. Does anyone have a workaround for this?
