Let's create a locking mechanism

Which is more efficient?
Default
The person who submits first wins the race.
The person who submits second will need to edit and submit again.
Checkout
The person who starts editing wins the race.
The person who attempts to start editing when the first person is editing must wait for his/her turn.

depends on the length of edits. if its a typo correction no big deal. If someone spent a hour editing a document only to push submit and essentially lose that work. They'd be upset.
