Description
At L.D.O I select All and see warning: At least select a language or a project.
I think you need to remove this choice or change a link to: http://localize.drupal.org/translate/languages

Did you pick a project when you got this error? If you did not pick neither a project nor a language where did you expect to go to?

I must go to http://localize.drupal.org/translate/languages, because the language is selected as ALL.
The default language is always selected All

@pvasili: if you pick a language, you go to that language (all projects), if you pick a project, you go to that project (all languages). If you go don't pick any, then you go to "all languages and all projects". What's that page? IMHO not the language listing page. There are links under the dropdowns for the languages and projects list if you want to go there, right?

Gábor, is not quite logical .
If in the list of countries I select "All" - I must go to the list of countries, and not get any error.

@pvasili: this form has two selectors. You select to go to the list of all languages AND the list of all projects at the same time. There is no such page.

Error is about usability
to reproduce error You have to go to http://localize.drupal.org/
and just click at "Choose" button
After that You`ll get error
At least select a language or a project.But pvasili talking about logically have to be redirect to http://localize.drupal.org/translate/languages page after selecting Default dropdown selectors.

@Gábor Why not just replace "All" value with "Choose language", suppose navigation to project with language is useless

@andypost: as I've tried to explain multiple times above, the sum of the language and project choice gets you to a page. If you pick a project but no language, you get to the list of all language status for that project (all languages for that project). Similarly, if you pick a language but no project, you get to the language without the project preselected. So in fact "All" in language and "Drupal" in project will get you an overview of all languages in regards to the Drupal project, so "All" has a meaning there.
I understand the project picker is confusing when it becomes a textarea instead of a dropdown (where the default is also "All" for the same reasons). Maybe just defaulting the textfield to "All" would explain how it works.
We can also pick one of the pages for the error state instead of presenting an error, but it will still be an error state :)
