I just read a few articles by developmentseed not too long ago about smallcore, drush, Aegir etc. It sparked in my memory an Idea I suggest to summer of code 2008. http://bit.ly/Smlcr_ It was not given much attention but I was just looking back on it with smallcore and Drupal distributions now in view. I still believe it makes sense... I called it "Drapt" in other words Drupal - Apt [installer in Debian Linux].
Look at my ideas and see if this is inline with any of Drush's future directions.
