comment rating appears active for anonymous users

Issue Summary

When viewing comments as anonymous user the voting widget appears active,
trying to vote results in "Saving your vote ..." message.

Anonymous users don't have "rate comment" permissions.

The original Five Star module makes the voting widget inactive when viewing , it would be great if Five Star Extra behaved the same.

I have some php knowledge, if you can say what should be done maybe I can implement it myself.

I would describe this feature as a must have.

I actually have this exact problem using "vanilla Fivestar". I don't have Extra installed.
