Could This Be Used to Integrate with the Activism Module

Issue Summary

Does the database tie zip codes to congressional districts?

I'm looking to create functionality that would be similar to DIA (Democracy in Action) legislative campaigns where you encourage users to write a letter to their congress person. All they have to do is put in their zip code and it will direct their letter to the right place.

With the help of another module (which I might be able to sponsor), would this module tie together with the Activism module?

Or do you know about other Drupal projects that are trying to do this?
