I dont know how easy it would be but...

Having the ability to have a picture of the DJ or Team that does the show, so that when they are on air, a picture appears next to the link in the on air block.

I would imagine the picture would be attached to the program, meaning you could have it appear at the top of the program node as well?

i'd suggest looking at imagefield. you could use that to easily attach images to the program nodes. then you'll need to do some custom coding on a theme function to get the images to show up in the now playing block.
