Three tabs, content from first tab always shows

I have a mini-panel which shows three views in a single column. When I set region style to tabs, using any of the three tabs styles, the content from the first tab always shows up. I have included an image showing the issue. Note that the image shows the "no content" text for the view, but this situation also occurs when the view has nodes to show.
