Getting access denied when using change username route

My PageRoute starts off with the change username form, which is only meant for users with a certain role. Members who aren't part of this role get an access denied message when they go to mysite.com/profilesetup, because it's denying them access to the change username form. The correct behavior should be to make users without the change username permission skip past that page.
