D7 uses a library to tar and untar packages. We could use that for D7 sites. This will help with Windows users so they don't have to install additional software. See #483110: Update fails silently on Windows (GNU Tar on Windows) .

D5/D6 sites and those downloading Drupal itself are still unresolved.

Actually, that is a problematic since we need to untar even before we have drupal. drush dl does not use any drupal. See #636738: tar command doesn't work on windows or solaris if one wants a fix for -C
