scenario: a panel page that get its title from a selected pane.

Title is not shown if using tabs display style.

Other combinations do work (ie. not using tabs or using a manually set title).

I managed to reproduce this issue even with the latest versions of panels_tabs and panels.

Here is a patch to remedy it when using ctools 1.7 and panels 3.7

Sorry, that patch didn't come out right

This has now been committed and is available in the dev release of the module.
