Issue Summary
With the Spaces og turned off, I can set og access configuration using the og access configuration module. With spaces og turned on, all the configuration values default to post visibilty chosen by author,public and group administrator chooses whether homepage and group are private.
Is this a bug or Is it meant to default to these values. How can I change settings to private?

Are you meant to create your presets here - /admin/build/spaces - since this is what is used to determine what type of a group you are setting up?

This matter should clearly be resolved using the presets, but what about the "Audience" setting. By not being able to set this to optional, one can't use a content type in spaces different to og_spaces or independent to spaces.
Does someone know a workaround for this, or would that be subject to a patch / feature request?

Not sure what was going on for you, but this should have worked. The 2.x branch is however no longer supported, so I'm setting this to "won't fix". I'd encourage you to take a look at Spaces 3.x
