Translating left and right menu titles without taxonomy

We're hoping to move to Drupal from an ezpublish website which works with folders and pages, contrary to Drupal.
Our Drupal website needs on-line translation friendliness, which means allowing translators and editors (who will not have access to the admin menus) to translate any content without going via Taxonomy.
This problem would not exist if Drupal offered Folders in addition to pages. Is this being planned?
If not, Here is our situation:

In our left menu, we need titles plus menu pages plus submenus that are graphically disposed in separate blocks, but NOT organised as blocks, as this requires accessing the Taxonomy menu. See our website: www.graines-de-paix.org or www.grains-of-peace.org/en for how our left menu should appear: the title Outils de paix or Tools for peace is a folder that is thus directly accessible for translation.

In our right menu, we need several boxes with one title + one content, disposed vertically.
These will be for example:

Quiz
a selected quiz

Dictionary
a selected dictionary definition

Quote
a selected quote

The contents pose no translation issue. How about the titles?

Could you please advise us on which are the best menu modules for these?
