This module seems to be doing just what I need it to, but I can't find out how to use it.
How would a blogger set their blog title? What is the meaning of the blocks?
I am puzzled.

What I found out:
Blogger set their own blog-title:
- install and activate advanced blog
- go to: admin/user/permissions
- find: access advanced_blog, administer advanced_blog
- check boxes for access advanced_blog
- check boxes for the roles who are allowed to change the blog-title at administer advanced_blog
- log-in as a user with that role
- go to edit profile (like user/3/edit)
- you find Blog Title and Blog Description there
