Bluga WebThumbs cannot fetch effect thumbnails

I believe this is a bug in the Bluga WebThumb service, but a work around could be implemented. For some reason, a request for the effect thumbnail returns a 0-byte file instead of the thumbnail. If the module requested the zip file and unpacked the effect thumbnail from there, it would be possible to fetch this thumbnail.

I have no plans to correct this at this time, but I'm noting it here for posterity.
