Amazon exists only in several European languages. It may make sense to sell stuff in nearby countries (say amazon.fr in Spain), but obviously a Spanish reader would want to see Spanish books first. Is there a way to tell the AWS API what language should be privileged in searches?

No, There's no way that I know of to tell the API to do this. Feel free to browse the API docs and check though. http://docs.amazonwebservices.com/AWSECommerceService/latest/DG/index.ht.... Marking fixed - open it back up if you find something to the contrary.
