Upgraded clients don't stay assigned to owners

Issue Summary

I own client 33 on http://testing.drupal.org/pifr-2.x/pifr/test/33 (tdo.cgraphics.com), but it's not showing in the list of PIFR clients in My account at http://testing.drupal.org/pifr-2.x/user/35/pifr. Just guessing that's an unintentional upgrade bug.

All "upgraded" clients will have ID 1. We need to go through and assign them after the final update.

Which brings up the fact that we need to be able to edit the owner, using an ajax combo...if you have the overall manage clients permission.

If you didn't create the client in the new system then everything is as expected.

Assume #1 was the issue, and #631480: Add user field on client edit form provides a way to set the owner.
