Is there a way to add text to the user login page created by loggintobaggan?

Description

On this page: http://www.wimaxforum.org/node/add/press-release have added a login page using this module. This page use to be open to everyone to add a press release but we have been getting a lot of spam lately, so we had to protect it. We need to add a message to this page now, that lets people know about the policy change and that they need to use a specific login username/password that they have.

Is there a way to add custom text to this login page to inform people clicking on this link?

sorry, in my head it was a question about how to modifying LoginToboggan through using the template.php file or something.
