Extending the Webform Module

I think extending webform would be a mistake, this is a perfect candidate for a custom solution in Drupal. I am guessing you want to extend webform so that the admin can create the forms that hold the questions. I think there is a better way, I'd like to get more information about the application and what is going into the webforms, are you building quizzes? Also, are the landing pages going to have form elements, i.e. are you wanting the admin person to add form elements to the landing page?
