Why double data save ? Make XML file override the DB

Could it be possible to make the .xml overide de DB entry ? I mean, writing over the DB entry with the data from the XML page ? I want to make a complex map but it has to be modifiable by an inexperienced user afterward through the interface. But since my changes are just reflected in the .xml file, the user only has access to info that has been entered through the create DIY MAP page... I can't possibly imagine entering all the data through the interface myself at first because that page slows down my computer ( I don't know why) and if I make a slight error, ( like entering no data for a point ) the data is lost when I try to save... Also there seem to miss some fields for some types of data, like the data field for regions...
