Based on settings have flush button say flush or expire

Description
If "Expire content in DB, do not flush file" is checked, change the button's label... better yet provide 2 buttons one for expire, one for flush.

Provide a scope for this operation. Only this page, only this page ID, do the normal expire (what it does now; usually page ID).
