would date/time filter actually be desirable/useful?

date/time filter appears in the UI settings but have no actual functionality implemented
meaning:
- it exists as a sub-module of dblog_filters
- it has a tab at admin/settings/logging/filters/datetime
- but there is no functionality provided

leaving as a taks to decide whether to provide its implementation or remove it from the set of dblog_filters sub-modules (which should be decided according to "+1" requests on this thread)
