Issue Summary
I would like to be able to allow authorized users to use Switchtheme to change the default theme of a site (similar to http://drupal.org/node/172061 for the 5.x version).
Perhaps a UI element checkbox along the lines of "Switching themes changes the default theme for all users." that allows you to turn this feature on and off.

This is not going to happen, since such a functionality would duplicate existing functionality in Drupal core.
