page-specific tabs pushed up to admin menu (pic attached)

Yesterday I noticed that certain page specific tabs have moved to the administration menu.

I think the issue is related to Panels as I recently enabled a System Page to "/blog/%user". I modified this page as a flexible panel so my blogger's profile will be on the left and all of their posts will be on the right.

I switched themes but this didn't correct the issue. I've attached a screenshot for your reference.

If it's a CSS issue maybe someone knows how to fix it? Even when I disable the system page and flushed cache, the page tabs still appear in the Admin menu.

Browsers Tested:

XP: Firefox 3.5.4
Leopard: Firefox 3.5.4, Safari 4.0.3

The shift occurs in all browsers so I'm guessing I changed something that's causing the menu to move to the top.

If anyone else has experienced this or has any tips or suggestions I'd be appreciate it very much. Thank you. :)
