I've been letting posts like that on the hosting support forums as long as they don't have any affiliate links.

I did close comments on it.

I take that the posts should not be posted there.
For what I can see, the other posts are made from users who ask questions about the host they should use; that post simply reports that the user is happy with that service provider.

It doesn't seem spam to me, but it doesn't seem appropriate too.
