I was wondering if by default there is a pre-defined list of "banned" users such as admin etc.,
I was kind of surprised that I could use any name, is there anywhere to specify this or some kind of test file I can upload?

There isn't any pre-made
There isn't any pre-made list, but you can definitely create your own.
Administer -> User Management -> Access Rules
