No Drag and Drop Content Showing Up

I'm using Panels 3.2 and Ctools 1.2
For some reason that I have been unable to fathom, I am not getting any drag and drop user interface in Panels. I have attached an image (from a test mini-panel) as an illustration.

If you click the little gear icon next to the word 'Left side' you will get a drop down menu. Select 'Add content' and choose some content to add. You need to add content to your panels before you can drag anything around.

Ah. Thanks. I couldn't actually see the gear. I thought it was just not showing up...
