I upgraded to 4.7 with minimal issues!! Yeah

My question is I thought the new block.module would allow you to place a block anywhere, however, my only options are left or right sidebar (not header, footer, content, etc....)

Right now I'm really disappointed with this because I did have the side-content module enabled in 4.6 w/ information in those areas, how I can't get the side content module to work nor blocks to display in new locations...

The regions (areas for blocks) depends on the theme. It must define the regions for them to exist. If you have a custom theme you will need to upgrade it to define the regions. To find out more about regions in phptemplate you can read http://drupal.org/node/29139
