Currently there's some magic in the code that defines the weight of paths and properties.
The admin should be able to define the order the rules will be tested by himself.
Best solution will be drupal's common drag'n'drop interface.

This feature causes very heavy changes in ThemeKey's API.
It will be available with ThemeKey 6.x-2.0alpha1
