Reordering option in layout designer

Description
I made design with the layout designer including several rows and regions. Now i added an extra row but i have only the option to put it in top or bottom and not after another row.
Reordering with drag and drop would be very handy at this point.
Now i have to recreate the panel, or am i missing something?

Adding drag & drop to a page that already has other drag & drop seemed like a fairly large code burden, so I chose not to expend effort writing it. As the layout designer is considered a 'rarely used' feature, compared to actually re-ordering the content on your panels, I figured that in a year, the effort of everyone who needs to do what you need to do now still won't add up to the effort it would take me to add drag & drop to it.
