Login Screen/Server Limits

I am just starting to administer a drupal site and I need to know how to get to the page to configure all settings site wide for drupal.. Can anyone tell me the address?

When I login to : mydomain.com/admin - With the admin account I only have settings for installed modules. I am listed as a site editor.. This is the only admin account I know of.

Is there another URL to configure all settings for the Drupal install such as cacheing, etc.

My host is telling me I am using to much memory and cpu to continue with this site. If anyone has any tweaks to help settle this it would be GREAT!

If you just installed Drupal and your host is saying the cpu use is too high, you may consider a better host.
I use www.HotDrupal.com and have never had any issues..

Settings:
There are many settings and configurations for Drupal. You will need to login as administrator(the account you set up at install time).
after login, Goto: Administer from the menu that will show after login. That page holds the different areas that you can configure with a quick explanation of each.
The sections will be:
Content management
Site building
User management
Site configuration
Reports

for cache settings:
from the administer page you would goto 'Site configuration' > 'performance'
