Ability to change subscribe default to Own Issues

I'm looking for a way to set the default value of project issue subscribe to be "Own Issues" instead of "None". This would help situations were a users has not been made aware of a project, yet has had an issue assigned to them. As is, there is no way for a user to be alerted of a new issue assigned to them if they have not recently updated their subscribe info to include all newly created projects. Unless, of course, if I'm over looking something.
