I'd like to create ten flags which represent project "slots" - each user can select nodes against projects one through ten. But I'd like each user to be able to assign a user-defined name against each, and have the link read as such.

For example, user 1 calls flag project one by "The Smith Project" and user two calls the same flag "The Jones Project" but they're really assigning nodes against the same flag "slot" - they just don't know it.

It's kindof an emulation of the "Collections" node without loosing the cool features of Flags.

...Could you recommend the easiest route to accomplish this?

I would suggest doing this in your theme layer and overriding flag.tpl.php. I'm closing this issue directly due to its age. Please reopen if you have further questions on this topic.
