Hi,
Perhaps you are (definitely) right but I still don't see why it needs to work like this, that as an administrator I need to empty my cache each time or log out.
There are many sites that work willy nilly so to speak and there are no security issues so why not this framework?
I have had this problem
I have had this problem mysteriously coming and going. It was odd. I think sometimes the browser gets confused if you log in and out as different users.

Yes, it is a bit strange, especially when immediately you click "Administer" as an administrative user and then can do anything. In the least it is a bit misleading or possibly demonstrates unimplemented functionality.
