http://drupal.org/project/pa has a dev release for the language and the translations available therein are the last available. The team's l10n server has been down since then for some server issues and lack of time. Hosting on official l10n server will help. Incomplete translations for a few modules like image, faq, l10n_client, etc. were also prepared but were never released due to the same reason.
Can the data in pa's CVS be imported or I need to prepare a specialized .po?

There is no need for a specialized .po, existing core translations will be imported. Looks like there is nothing in the way to create this group, and I'll do that soon (hopefully).

Please expect that there might be bumps in the service. You are among the beta-tester of this live instance. Thanks for helping out and please report issues as you find them! Your team members can now join and help import existing translations and work on more translations.
Also note that I've set this up so that it uses a controlled model (that group admins moderate translations). If you'd rather work in an open model (that everyone can directly submit translations), that is up to you and you can edit your group node to reconfigure anytime.

Hm, just noticed l10n_server had http://kitchen.satluj.com/ listed as Punjabi server, but that server seems to be down. Was that under your command, or are you unrelated?

Yes, control of kitchen.satluj.com is with me and that's where all available translation work happened.Haven't put it back ever since I changed site's server. All's there in CVS that I'll import to l.d.o.
It's fine with the current moderated model, since we are a few who do 99% of translation. Anyone being able to suggest is fine.
