Is There Anyway to Set an Issue as Read Only Once It's Created?

Issue Summary

For some reason, my issue page are editable. For example, if node/10 is an Issue page, then I can go to node/10/edit and edit the issue. This happens regardless of whether you are the original issue creator or other people.

Is there anyway to set an issue as readonly once it's created? I don't want other people to change my issue content once I've created it.
