The attached patch updates paypal_framework to the forms API.

I haven't done extensive testing of the functionality yet, but the UI works smoothly.

It's being attached to the paypal_subscriptions project for the moment, as paypal_framework seems to be mothballed.

With the blessing of the previous maintainer, this patch has been checked in. The 4.6 branch is still clean. As more testing is done, a 4.7 branch will be tagged.
