I tested it at my playground. The default activated (sample) monthly story limit works, but the page limit (Authenicated Users create only 5 pages) does not seem to work!

I enabled authenicated users to create pages and stories. Added a new test user. Logged in as this new user and was able to add only one story, but unlimited number of pages (OK - I just tested it to 7).

It is one of the sample rules which is activating when one install the Node Limit Number module. I didn't modify it.

Can't reproduce. Default rules work just fine.

New install works fine. Don't know what the problem was.
