I have lost the ability to alter and create menu items? I have two drupal sites so i can see that it is not available and that i am looking for it in the right area.. I need to make another primary link can someone please help here is the location website + build/menu-customize/primary-links

Please don't file issues and mark them as bugs unless you can reproduce the issue on a fresh install of drupal. Preferably using a -dev release to ensure that if it is indeed a bug it hasn't already been fixed by previous patches that haven't been rolled into a new point release. When you have verified a bug, please provide the information asked for at the top of the issue creation form.

Otherwise it's a support request and they are actually better served in the forums.
