1) Re-work the ICanLocalize setup page to make account setup easier. Now includes a wizard for the initial steps.
2) Add ICanLocalize reminder system for feedback of translation progress.
3) Combine ICanLocalize Core and ICanLocalize Content setup.
4) Improve ICanLocalize email check.
